During the 1990's and the presidency of George H. W. Bush, the economy sputtered and stalled. Nothing was being done to kickstart it, and the federal deficit was growing. In an attempt to fix the problem, Bush created a $133 billion dollar tax increase and broke his campaign promise of no new taxes.
